They're going to do whatever they want anyway, which will probably not differ much from their original proposal.

And they wonder why there are so many mistakes in everything they do on this.

If this is basically the same thing as in April 12, it is clear they were holding til the last minute.

If it is different with more factors analyzed, then they were either holding til the last minute or racing to get it done.

So no matter what, it being this late in the day reflects poorly on them. No surprise.
