Remaking the EPA would involve an open and transparent process where he would meet with all the stakeholders including industry representatives, consumer groups, environmental groups, scientists and economists to decide which regulations to pare back or get rid off.
Instead we hear that he is getting gifts from industry lobbyists, removing scientists from advisory boards and communicating in secret with industry lobbyists using multiple email accounts and a weird super secret phone booth. He is also using funds meant for the Safe Drinking Water act to pay his Oklahoma cronies unusually high (and unauthorized) raises and using security personnel who are part of the EPA's Criminal Investigation Division (which means they are not able to do this important job). He is also firing, demoting and sidelining anyone who questions his judgement including the career staffer who approved the EPA report (written in response to a FOIA request) that showed the EPA had not received any threats against Pruitt that might have justified his 20 person full time security detail. In a constitutional democracy with the rule of law, process matters.

If this was completely normal he would have requested it from Congress, since that’s what the law says he has to do if he wants improvements to his office that cost more than $5,000.
