The part in bold gets conveniently omitted giving a distorted and misleading interpretation. The entire quote conveys a whole different message. Yes, every person in the armed forces knows the risks of being in the military and when one makes the ultimate sacrifice it is a known risk but it is still painful.

There are a lot of things that are true that you wouldn't say to a widow burying her husband.
Seems fairly respectful to me. The idea is that the guy is so brave and patriotic that he knowingly accepted the risk to himself in order to serve his country.
