Backyard chicken owners should have permits to ensure proper animal husbandry. As a child we had relatives on both sides with chickens. Old chickens were slaughtered for dinner. Fairfax County requires 2 acres or a zoning permit, coops with 3+ chickens each having 4 sq ft of space [prevents fighting].
Some people just let dogs out into small yards and don't ever clean up. Dog licenses enable tracking on strays, biters, rabies vaccines.
