FACT: they are NOT. You are being absurd, as if druggies are somehow roaming the beaches like zombies. This, in a place where even dogs are forbidden on the beach! See how ridiculous you are (probably not)? You clearly have never been to the Cape (of course, next you will claim that you have....), which is gorgeous.

We stay in Wellfleet, where there is the bay, ocean, and ponds. Ocean is always cold. Always. Doesn't matter what time of year. Yes, you can wade in and some brave people swim, but it is painful. It can be fun at low tide with the sand bars.
The bay is warmer, but I find it kind of gross - lots of hermit crabs, marine life, etc., which is great for exploring but not so great for swimming. You would need to wear water shoes.
BUT, the fresh water ponds are amazing. That's where we go every single day, and where my kids (and I) learned to swim. They are warm enough for swimming, are calm, and clean. There are 5 or so in Wellfleet alone.
The Cape is an amazing summer destination - enjoy!
Maybe it depends where on the bay you are? I've spent many vacations on the bayside beaches in Dennis and never felt the need to wear water shoes!
Agreed that your comfort will depend on what you're used to and the weather. We were last there a couple years ago and even my Southerner DH who never wants to get in the water up there was swimming because it was hot. The water always feels warmer when the tide is coming in over the hot sand too. Kids will love all the tide pools and beach combing - or at least I did growing up. Taking DD for the first time this summer!
