I was 8 years old when I saw The Exorcist. I snuck and watched the movie without my parent's permission. I actually like it and it is still one of my favorite films of all time. Also, around that age I saw The Godfather and some of Stephen King films like Carrie. I was really into horror films as a child.
However, I think 13 is a reasonable age to watch a Rated R movie depending on the context and the child. Only you know your child and what they can handle. My children were not as mature as I was so I waited until they were 13.

Beverly Hills Cop. Probably about 12, I guess—definitely younger than my parents would have liked! I went with a slightly older friend and her mom, and I remember my mom being really annoyed they'd taken me without checking first.
You really just have to know your own kid. My daughter watched The Matrix when she was 11, but her dad has seen it many times and knew there was nothing she couldn't handle.
For newer movies, I check something like Common Sense Media and figure out why a movie is rated R before I say yes or no. They usually give a very detailed explanation of content parents might find objectionable.

P.S.: I'm not sure when we let our kids watch rated R movies, but as others have noted, it depends more on the reason for the rating than the rating itself. Cussing, nudity and a certain level of horror/violence are okay, but not extreme sex/violence/gore or anything exploitative or that objectifies people.
