Well you're wrong. DC acrually has less of a vote, if you combine the county votes to make MD and VA. The votes are allocated to the counties that have stations, both MD and VA governors appoint a representative, and congress now appoints a representative. Congress did not always have a seat at the board, but they demanded such a couple years ago as a condition of funding aid.
You must be right, all the incompetents at Metro are from VA and MD. ?
Comprehension fail on your part. The point is that DC doesn't have any more control over Metro than your beloved MOCO or FFX. They are all responsible, but for years VA delegates refused to do what was necessary to maintain proper upkeep, which led to a slow deterioration of a once functioning and inexpensive system. It wasn't until they wanted the extension to Tyson's that VA began paying attention their collective responsibilities.
Wrong. Metro is a jobs program for DC. Always has been. Don't try to blame VA, or MD, or $, or anything else.
