DC started the first public-private bike sharing program. One might argue the private investment made it successful however it believe the project was managed by DC DOT.

Well you're wrong. DC acrually has less of a vote, if you combine the county votes to make MD and VA. The votes are allocated to the counties that have stations, both MD and VA governors appoint a representative, and congress now appoints a representative. Congress did not always have a seat at the board, but they demanded such a couple years ago as a condition of funding aid.

Comprehension fail on your part. The point is that DC doesn't have any more control over Metro than your beloved MOCO or FFX. They are all responsible, but for years VA delegates refused to do what was necessary to maintain proper upkeep, which led to a slow deterioration of a once functioning and inexpensive system. It wasn't until they wanted the extension to Tyson's that VA began paying attention their collective responsibilities.

Wrong. Metro is a jobs program for DC. Always has been. Don't try to blame VA, or MD, or $, or anything else.

So why are you sorry to confirm that the majority of WMATA employees are VA and MD residents?

Where did you look up? Please post the link.....I am fairly sure that the addresses of WMATA employees are not made public. However, if my memory serves me right, I recall seeing that a disportionate percentage of the operational staff are MD residents, and a disportionate percentage of administrative staff are VA residents. I agree that individual responsiblility is greatly lacking across the employee base (not everyone) but to place the blame on DC residents alone is unfair and untrue. It may fit the narrative that you NEED to believe, but is false.

As for DC....it is becoming a big city, and has had big city problems for decades. Yes, city services could be better. but a previous poster noted the work of Mayor Williams....and I know that it does not fit your narrative, but he reveresed a trend and set the city on a better course. You can expect better without trashing the progress made - I think that is the pushback that you are reading (from some).
