What I'm stuck on here is how it is a bargain for an unpaid intern to get a few days off. She's an unpaid intern to gain experience, so I wouldn't think that giving her three days "off" is much of an incentive.

Don't internships just suck in general? Especially political internships? I'd rather spend the day driving to PA vs cold calling or stuffing envelopes or making copies or door knocking.
