I would add a requirement that gun owners have a special decal that they must place on their homes and vehicles so the rest of us can know. If personal protection is the basis of your need, you should be happy to let all the criminals in your life know that you're packing heat. And those of us who want to steer clear of guns know who to avoid.

Lots of people. Plus in some places bears are considered a nuisance animal. Bear tags aren't expensive here in the commonwealth
There are other ways to deter bears without a gun.
