I think you should call the police. This environment sounds very scary. Let the police decide if they want to send CPS out to investigate this house.

Not true. To what jurisdiction are you referring? Where we live, CPS is mandated by law to go out and investigate, which involves ALL members of the household AND the school.
VA - I have made a report that was not opened also and it was the right call. We are mandated reporters and felt we had to report - but CPS not proceeding was correct.
The other CPS calls I have made were situations where they already had the same info from another source.

Maybe this is a better route - certainly better than doing nothing.
This issue is people who call in false complaints over nothing, in order to get their way with something (and what should be a neighborly dispute escalates into false reports - the police usually know who these neighbors are). But OP seems genuine.
