NP here. I am not a lawyer and I work as a non-supervisory 14 ($105K-$140K is the range for 14's)
100% telework. I had to put my time in the office to start with (working 4 - 10's - Fridays off and 1 day a week telework) but I applied for a promotion and received it - only way I could take it was to telework (went to 5 days a week as well- the reason for telework was the location of the promotion- different location than where I was). They agreed and just had my performance evaluation last week- it is going so well they are considering it for other positions.
