There is no harm in stopping when you are supposed to stop. In fact, you are supposed to stop. However, there is a harm in stopping when you are NOT supposed to stop (e.g, if you are going in the opposite direction of a bus on the other side of a divided median) because the driver behind you is not expecting you to do that. Yes, that driver is supposed to be going slowly enough to allow him to also stop if the car in front of him (you) does something erratic like stopping without warning when it's not required, but the point is that there are laws for a reason. Don't just make up your own stuff, follow them. Your question is a bit like someone saying, what's wrong with going very slowly on the highway because slower is always safer. No, it's not. The laws are there so everyone has an expectation of what everyone else is going to do.
