I see virtually no reason to utter either of these phrases outside of three scenarios: 1) the doctors office; 2) when trying to get out of having relations with your spouse and 3) when inquiring into the source of someone's bitchiness in which case I prefer to use the "on" phraseology.

Because they are shopping for food. Just like people say "shoe shopping" when they are shopping shoes, and "clothes shopping" when they are shopping for clothes, and "furniture shopping" when they are shopping for furniture. And "window shopping" when they are shopping for windows.

Oh how I hate when people say they are standing "on line". Makes no sense to me.
My in-laws say they "look" at TV rather than watching TV. Sounds weird to me every time.

"On line" does sound strange to me because I grew up hearing "in line" and I can see why to some people it doesn't seem to make sense, but...eh. No need to be that literal.

When I lived in the UK, everyone said on line. The expression predates the internet by quite some time. If you think someone is stupid for using the expression, I'd take a look in the mirror. (Or "on the mirror," if you prefer.)

I am wondering how you know this, given that (as I recall) nobody on this thread has claimed to be somebody who is never annoyed at anything.
