Op here. I wasn't trying to say "we paid X before so I would like to pay the SAME as what I used to pay". I just mentioned my previous rate to give her an idea of what our budget was and why such a large jump wouldn't be feasible.
I was prepared to pay more than my previous situation but expected to pay around the same as my friend.

I agree. As a provider, I will add a premium to my base rate if I think you may be a PITA.
Don't like it? Go somewhere else. I have no problems filling slots.

This is an agreement between a business and an individual.
Do you go to your bank and say "well my friend only has a 3% interest rate and I pay 5%"? It's none of your business.
If you don't like it, ask to pay a lower rate and prepare to be dropped by the provider. You're already only paying $400/month for care. You're like a child.
Exactly, this is a lot of nerve. And she's going to a home daycare which is usually much cheaper with better quality.
