True, but fortunately not common. I think this is a problem limited to few schools with particularly poor principals. There are bigger problems in those scenarios.

But when they assign a sub full time for the year, they are cheating the kids. Subs are to cover gaps when teachers are not available for unanticipated or short term reasons. When they fail to plan for one teacher per class and attempt to cover the year it fails badly. They need to hire teachers, not subs for long term assignments. Period.

Isn't substitute pay on the budget cut list as a possible reduction?
