It depends, and yes. Generally, it will transfer with reciprocity if the investigation was completed within the last 5 years (for example, going from one FIRREA agency to another FIRREA agency). Going from PT-High to PT-Moderate should transfer just fine, assuming it was granted within past 5 years. Just be sure to ask your hiring contact; if they don't know, they should be able to ask someone in the agency's security office or put you in touch directly.
However, some agencies don't accept reciprocity. I've heard this is true of intel, DoD, and State - they want to do their own investigations, even of transferees within government. However, with those agencies I'd assume you're looking at real Security Clearances, not Public Trust.
