Teens can need help understanding boundaries and sometimes like really pushing the limits of humor. I worry that this game normalizes some things that really aren't funny and sets children up to embarrass themselves and upset others when they take the jokes to another audience.

I've told him it's not appropriate and he keeps asking why.
Ugh.
Why do YouTube videos have to circumvent everyrhing...?

There's a group of kids who have gotten into the game, and I'm wondering the appropriateness for ages 10-13. Or is this a thing like the killer video games, Call of Duty, etc. -- rated 17+ but everyone just plays.

to be honest, even at 16 I bet there would be cards that I didn't 100% understand! Not many but at least a couple.
I think its most definitely in the "for adults" camp. I feel like college would be the most appropriate entry TBH. I wouldn't bar my late HSers from it or anything but its not really "appropriate" for them either. Heck, the whole point is that its inappropriate!

How old are your kids? What's their reaction to some of the cards like the "dick fingers" mentioned by a PP?
12, 16, and 22. My 8 year old niece has "played" it (really, attempted to sit in on one game and got bored within about 5 minutes) as well, if an anecdotal reaction from a younger child is useful to you in any way.
The 12 year old wasn't particularly interested after the first round or two mostly because she didn't understand all the references and having someone explain them kind of took most of the fun out of the game for her.
The 16 year old and 22 year old both enjoy the game.
I don't necessarily think this is the best game for OP's listed age group, primarily because in my limited experience kids that age might not really enjoy it. However, to answer the question I see no problem with them playing it at any age and would be fine with explaining any questions it caused them to have.
