Maybe because I'm 33 and my mother won't let me cut my hair more then 1.5 inches 3 times per year on November 1st, March 1st and July 1st. I have very long hair just once I'd like to cut it maybe 5 inches but I cant. Why should a child get to do something I cant. Yes I'm a bitter bitch. U
But a pixie cut I'd flip out on her, the crazy in me would come out full on American psyco

As you said, she has had a lot of transitions, and 16 is not an age where you move gracefully away from all your friends and previous routine! I moved several times to different countries as a child, and the teen move was quite difficult.
Do you have a good relationship? Be extra watchful and nurturing for a while.
