This guy is def. scamming you. There are a lot of idiots in this area who say stuff like that to sound cool. I know people, from relatives to friends to acquaintances, across all of the agencies. They all have much better answers than this, for example very similar to the FBI poster who tells people they works for the Justice Dept.
Seriously, language such as what he is using is designed to sound 'mysterious' and attract attention. People who actually have these jobs use mundane answers that sounds boring to deflect attention.

There are certain agencies where people are not supposed to say who they work for. These include CIA, DIA, NSA, NRO, NGA...the issue is CounterIntel...they do not want the employees to be targeted - and yes, it happens.
However, we are instructed to say who we work for: often the parent agency. For example, DIA are told to say DoD...
