V-neck t-shirts are awesome. Lands End makes some that are not too sheer or too deep of a V, nor are they clingy. Old Navy v-necks are also really good, but she might want to wear them over a tank or cami if the V is lower than she would like. Layering is kinda hip anyhow. Wearing a necklace also help fill in the V so the bust is minimized and the eye doesn't go as low.

Shorts: Old Navy has shorts in several different inseams. Size up a bit (and add a cute belt) if she wants more of a "boyfriend" fit.

Get her measured for a bra and spend the $$$ to get a few that really fit. Teach her how to care for them, and 3 every day and a few sports bras should be enough, depending on activity levels and laundry intervals. Probably need to have the fit checked (there are sites that walk you through measuring and evaluating the fit) every 3-6 months, as she is still growing.

Athleta now as swimsuits in D and DD cups. A tank or tankini, possibly with board shorts might work well with her style preferences.

Try Lands End for swimsuits. They offer a lot in DD+ cups. A lot of the styles are more mom-ish but they have more stylish options a teen would like too.

Great advice about finding the right bra! It is essential to invest a fair amount of money to get decent bras. Sports bras are not sufficient. With a good bra, she can have confidence that things are holding together.

Lane Bryant has great swim suits, and if you look online, you can find some that have great support but won't make her look like she's 30.

The OP said her DD is a size 6 but wears size 8 to make it look baggy. Why are you suggesting an overweight old woman's clothing store? Are you the McDonald's troll just trying to be a B?
