How is rich defined? Is it defined by income or wealth. I read the list, but that is income which one can lose quickly if displaced by job. Wealth does not suddenly disappear. So how is rich defined and how are posters defining prestige?

There's pretty concrete evidence that the people in the town of Chevy Chase, the Village of Chevy Chase, Somerset, Martin's additions, and a few other areas of Chevy Chase, have higher incomes and networth (aka "richer") than the people in Chevy Chase, DC. That includes the pudgy North Face moms.
I would say that the most prestigious areas in DC would be Georgetown, Kalorama, and over off Foxhall Road.
