With an acceptance rate of 20%, Barnard is quite competitive. I also know several high school girls who recently applied to Barnard but not to Columbia, because they preferred various things about Barnard. The so-called "rivalry" apparently doesn't last much beyond freshman year (and some immature DCUM posters).

UVA is a great financial deal for both VA and DC residents (DCTAG). Any merit offers at other schools carry a GPA requirement and DCTAG does not.

You seem to be assuming that everyone posting lives in VA. For those of us who don't, UVA costs about the same as private colleges. The challenge for state universities, especially those like UVA and UNC that limit out of state students, is that they can be a little parochial since so many students come from the state. Some people prefer a more geographically diverse student body. So it is perfectly rational to choose Duke over UVA. In fact when you look at the admissions stats the yield for out of state admits is much lower than in state so plenty of accepted students are choosing other schools.
Whatcha mean? UVa has tremendous diversity from all regions of n arlington.
