I was told by someone at myschoolsdc before the lottery started that they want it, but it's not strictly necessary to have it. I think they may have said it's the same as your DC ONE card number (we don't have one, so I wasn't paying that much attention). I submitted my app without the student ID, so it seems like it's not required.
It seems awkward to ask your current school for your child's ID# if you're trying to get out...
