+1 I would invite that woman to lunch and ask for her advice (not abot the retreat, but generally). Your general strategy should be to start looking for jobs elsewhere and to solidify your reputation and find references who will support you in that search -- she sounds like a good one.

I would just tell my boss that I'm coming. And, I would contact his boss and make a low-key case for that. Just explain that you should have otherwise been included, you're concerned this will look bad on the company when X, Y, and Z, and there are several things being discussed that you have a great deal to contribute to (which you hope your boss would know).

I agree that OP should look for a new job because her boss clearly is not invested in her success which is going to severely limit her growth potential. But I don't read any of this as saying that her boss wants her out ASAP? It sounds like he just wants to keep her in her current position forever, for whatever reason.
