The age of consent in DC is 16, so she did not break the law. He did, however, as you note, break the law by distributing a video of a minor (himself) engaged in the act.
I'm sure that there is a law against teachers having sexual relations with students.

The age of consent should be set to reflect local community standards. If it's 16, so be it. If it's 17, so be it. If it's 18, so be it. If it's 21, well some 18-year-olds might object.
There's really no reason why one age is justifiable but another is not. However, it is important that the age of consent be unambiguous.
