I don't get it either. It's almost like a reaction to capitalizations like UVA or VA Tech or UMD. But PENN makes no sense--it's not an acronym or a postal designation. But apparently this affectation is promoted by the university: Check out the Penn State logo on the website:

UMD has improved a lot lately and that is reflected in admissions difficulty. Only AU and GWU on this list are more selective.
Maryland is considerably more selective than AU...
Not really. The SAT scores of accepted students are nearly identical at both schools and AU accepted 44% of applicants last year as compared to Maryland's 47%. Thus American is slightly more selective.
