My husband works in Tysons he starts work around 10 am. His commute is about 15 minutes give or take. By 9:30 there is rarely traffic on 270-495. If your husband has flexibility with start time he can easily pop on GW parkway and be in Ballston in minutes
I would second Potomac /N. Potomac (20878) / Rockville (20850) area - like Wootton HS boundaries
It's relatively close to ICC, not to bad to go to VA
DH used to work in Arlington (Courthouse) & Old Town Alexandria- ~30-45 min commute depends on the traffic
Commute to Baltimore is also not extremely bad
Great schools, plenty of good childcare around, $600-700K might get you nice SFH

People recommending Potomac/ Rockville must not have a map. You want to stay close in near Rt 29 in Silver Spring. Almost equal commute. Lots to buy for 600-700K. Rent for a year before deciding.
Same commute to Arlington??? You must be kidding
I'd take 270 and ICC over I-495 any given day
