PPs are missing the point. Police want to hear about suspicious behavior legal or not. That doesn't mean they'll make an arrest about the observed behavior but sometimes it's a clue to solving a different crime. You should never hesitate to phone in something that seems off to you.

Yes, this. It's well-settled law. If you are in public, you can be photographed. You have no expectation of privacy.

Phone conversations are different, as there IS an expectation of privacy there, but the laws are state by state. In some states, both parties need to agree that a phone conversation can be taped, but not in others.

And in written correspondence, it's the receiver who controls the content.

The only people who find this behavior uninstrustive are the ones who participate in it.

Not so fast.. (doing some research) if you record sound you could be guilty of wiretaping. If you record for the purposes of embarrassing someone you could be sued in civil court (antibullying). If you do it on more than one occasion you could be guilty of stalking, Laws need refinement to deal with these issues. No one cares about the asian with the videocamera who just wants to record his vacation or the store trying to protect itself against theft. People hate the creeps. As more people have issues have issues the laws will get stricter. It's sad that we need lawsto deal with people like creep PP...because the law could become too restrictive on the other side too.
