For moving out of a booster, the seatbelt should fit properly without one.
Minimum weight for a high back booster is 30 lbs.
While this may be the stated parameters of some HBB, a booster would never be the best practice for a 30 pound child. Never.
Agreed. Kid should still be rear-facing at that size, no matter how old.

My kid happily RF, so going till 17 would work just fine for us. We tried to turn and got a refusal.
Well, goody. Like everything else, it's personal. My very tall 3yo threw a shit fit until we turned him. Somehow we've managed not to kill him for a whole year.
