I thought it was a reference to the free food from the Great Depression.
Never in a million years would I have thought urban poor during the Carter administration.

I don't think they do it anymore, but one way that the USDA used to subsidize agriculture was by purchasing large quantities of cheese that they then gave away to low income people and organizations that served them.
There was a lot of stigma associated with accepting "government cheese".

I'm Black and grew up in the cheese era. My family would not have qualified in my younger years however we would have at one point when I was an older teen but at that point the program was no longer existent. I have definitely heard racial remarks regarding the government cheese and blacks. I grew up in the "cheese era" and, in fact, my family would have qualified and I never heard it referred to a racially way.
