Medicaid covers people, on average, making only 45% of federal poverty guidelines, or about $5,000 a year. Pregnant women get covered at higher rates, but only while pregnant. Then they lose coverage. There are a LOT of people making over $5,000 a year who still can't afford PAP smears and HPV tests.

Thank Obama Care for increasing Medicad eligibility in 2014 to 133% FPG.

There is a CRITICAL need to make adequate health care accessible to everyone. Planned Parenthood helps a lot.

Oh, I'd like to add, Medicaid probably pays for more of the working poor now because of Obamacare.

The incidence of cervical cancer per adult woman per year is about 1 in 10,000. It is very difficult to persuade someone to "prioritize" an expense of a few hundred dollars per year, with those odds, even if as a group it makes sense for them to get screened. After all we are going to pay for the treatment for all of those cancers that aren't caught.
