I love that not one person in this thread noted that decent schools are not available at all income levels, which is why people cheat. Not because they expect to get something for free, but because they can't otherwise have it at all. It doesn't do the taxpayers any good in the long run when smart kids have no good options.
You can always 1) buy a smaller house 2) or rent. Cheat-free solutions.

Before they start investigating random cars with out of state tags, they should start in house with all the the teachers who have enrolled their children in DCPS while living in MD or VA.

Incorrect. You have to be a legal guardian to enroll in DCPS.

Please note that only the parent and/or legal guardian of a student may enroll that student in school. The parent and/or legal guardian must be the individual listed on any/all of the requested residency documents.
As to the other part in bold, I'm confused to what you're saying.
