Yes, you can. You need to show that they are grandparents who take care of your kids (before care or after care). That removing your child from there will cause you hardship (you can leave a sick child with your parents etc., non-regular work hours ) etc. That your kid does not do well with other care-givers etc.

That case was in Ohio and the woman was charged with tampering with public records. She was sentence to 5 years in prison, but patrolled after 10 days. Her father was charged with grand theft but had a hung jury and did not serve any jail time.

Yes. A child in our neighborhood attends another cluster because his grandma picks him up and watches him in the afternoons. It took a while for the COSA to be approved but they got it.
