Even the most toned women have this after 40. It's natural, but I intend to hide it, no matter the temperature and RH!
Sorry - on my way to 48 here - and have none of this. And i'm not even the most toned woman! And none of my same-aged friends have it, either!
I know, right?
My mom is 55 and has none of what that poster is describing. My mom also works out quite a bit and it toned. She has taken impeccable care of her skin, diet, and fitness her entire life. Genetics also play a role. My mother does not have even a speck of stretch mark or loose skin on her body.
My mom has pale Irish skin that freckles and just got this in her late 60s. My dad is olive skinned and barely has wrinkles (and no crepinees at 70) and not even all grey.

Like a PP said, stand next to a 20 year-old and take note of the difference. There's a certain papery quality that's not possible to escape.
