What makes you think the story is fabricated? There are five witnesses. Bullied children often don't tell their families about the bullying.
As for Obama, the incident occurred when he was ten. He "slightly shoved" a girl on the playground. Here is how he describes the aftermath of that shove:
"For the rest of the afternoon, i was haunted by the look on Coretta's face just before she had started to run... I'd been tested and found wanting." He later calls it an "act of betrayal."
So, writing approximately 15 years after the incident, Obama still remembered feeling haunted and understood that what he did was wrong. He obviously felt regret. There is no hedging about not remembering, or questioning details of the allegation. He owned up to and learned from his mistake. One would wish that Romney had even half as much character.
