PC may be an American thing, but just because somebody knows how to "speak proper PC" doesnt mean that they arent racist.

I would rather know where someone stands than have them smile to my face and call me a slang term behind my back.

This is where your argument fails. The sub did not see the American Black children as of her race. Her race in her mind was African. It's not a race, I know, but that is how this idiot distinguished. Sought of like how the Serbs and Bosnians share skin color but felt they were of a different race. The Germans of WWII shared the same race as the European Jews, but the Germans found away of distinguishing and placing the Jews in a different racial category. The Tutsi and Hutsi of Rwanda, and so on and so on. So, no. Just because she share the same skin color does not make her an authority of Blackness. She is a bigot and her statement is no more appropriate than if a White Anglo-Saxon Protestant was making the comments. I hope the OP reported her to the appropriate authorities.

I would not want that woman teaching my child. The sub already has predisposed low-expectations of a subset of students. How well do you think she would attempt to engage them in learning?

So you do not know the amount of blacks kids trying to achieve good students and learn vs. the ones who are not. The squeak wheel also gets noticed the most. Also, she is a sub and when I was a kid it was let's see what tricks we could play on the sub. We did not behave the same as we did with our regular teachers. Also she is with first graders. Check with your one black friend and ask if they heard this generalization how they would feel and how their kid would feel. The problem is that what if the kids heard? What if it impacts one kid and their self esteem? What if I kid hears her and believes her and gives up in first grade? Chances are those first graders were still the bright eyed eager to please kids and now she has turned them into someone who thinks they do not have a chance in life. Who believes the deck is stacked against them. One kid giving up, is one too many for me.

Sorry, the comment is inappropriate for the school system and I guarantee, if it could be proven that she said it she wouldnot be called to sub again. Sorry, if you would want your white child exposed to negative comments but personally I do not think stereotypes should be discussed around 1st graders.

The problem is that are the kids trying to achieve, the exception of the rule. I know the black graduation rate is more than 50% in my county. I will have to check the exact rate. Kids could drop out but they do not. If you stay in school do you care or not. In poor areas, white or black, you often see poor behavior and I would bet that the majority of the white poor kids behave the same way but she did not comment about them.

It was said about 1st graders. My guess is that she is really reflecting her biases about a group and not her kids, which is what makes her point even scarier. Also she did not say some, she made it all, inclusive of every black kid. Sorry, I know plenty of black kids who want to learn. Sorry if you have never had the pleasure of meeting a black professional in your life or meeting a black family that cares about their kids education or black kids who want to be educated.

Your typical politically correct retort.

Whoever this black lady was she was speaking about her own experiences. Chances are that a black person would know many more children of their own race than a white person would. Thank you for a breath of fresh air. The retort to which you responded reminds me of the tired old politically correct approach of pointing out a few "exceptions to the generalization" argument. Of course, there are exceptions to the generalization, and I doubt the sub would argue with that. However, I typically find that those "exceptions to the generalization" that I've known in my life absolutely shudder at the thought, and work very diligently (as ALL upstanding parents should - white, black, brown, yellow, whatever), to keep their children from becoming the generalization to which the substitute teacher was referring.

Your point about travelling around the county and being better exposed to the realities in the county is golden, as well.
