Uhh, I think the person was just saying that you feel it is not fair--that this is not associated with the facts of how the policy is implemented--to you it feels unfair and so it is.
If you do teach your DC French for the first year, you can apply to get in for 1st grade---usually a few spots open up--and these NEVER go to siblings.
