There's a discussion of this very issue taking place on the YY parent listserv right now (where, incidentally, nobody is suggesting, "Hey, this makes a colorable excuse to avoid paying"; instead, folks are discussing ways to pay more in order to "sponsor" families for whom the $100 fee would present difficulty).
