My current college rising junior took Algebra 1 honors in 7th grade (8+ years ago) and the SOL was required then and it counted 10% towards the grade in the class. This isn't that new for some teachers.
I think you’re misremembering (or their teachers were breaking policy). We used to be able to give extra credit for passing/advanced passing the SOL, or count it as a 100% test grade if they pass, but we have never been allowed to count it as a true grade (where not passing would pull down the grade). I have taught algebra 1 since 2005.

That can make or break their grade from an A to a B. That's huge when applying to college.
