This is called school refusal and you need to seek professional help. She's probably suffering with depression and anxiety.

As someone who works in highschools for two districts, I don't blame her. Highschools are a mess these days. Can't even go to the bathroom unsupervised (though these are title 1 schools I am speaking about).
I finished my last quarter of highschool online, graduated with my class. Can you do that? Make a deal that she can have devices as long as her grades are good. Online school was so much less stressful for me. I now have a bachelor's degree, a lot of it was done online.
If she is beyond being able to do that and refuses therapy, I would say there's something more severe going on mentally and I would threaten the ER for a psych evaluation if she doesn't agree to therapy.

Consider physical issues first - thyroid screen (including antibodies), fatigue panel including Vitamin D, B12, and iron, maybe an infectious disease and immunoglobulin panel to see how her immune system is working.
People always think of mental health issues first in teen girls, but many autoimmune and other illnesses present as anxiety and excessive sleeping. It is really concerning that so may response on this board take a punitive approach without trying to understand the underlying reason.
