They probably don't have car collision insurance or liability insurance and clearly are not paying the VA "in lieu of" fee. Only hope is they get a traffic stop. If they don't park on the street VA police can't ticket the parked car.

No, I would not report them. You don't know them or their circumstances. And in the world of "tax cheats," if that is even the case here, this is the smallest of small potatoes. If sticking it to tax cheats is your cause, you should focus on the corporations and the ultra wealthy, where the bulk of the problem lies.

There are a lot of very screwed up people with character defects on DCUM. I call them out for it all the time. They need to learn to reckon with themselves as personal failures.
