I think maybe Bean told Terri and they fled to the train group. She didn’t seem to be there against her will. I think Gary was going to try to kill Xavier and take Terri back. Xavier realized just in time.

But now we know he shot Enos and is lying to Xavier. He’s not a good guy. He may be a bad guy who does some good things, but he’s definitely a villain.
