If he's trying to teach her something, and will eventually give her the money back in the form of college payment or whatever then I think it's ok. If she is incurring extra expenses for the household, she should definitely shoulder those costs.
Presumably he would have bought her a computer and would have internet for the house whether or not she has a YouTube channel.
If she needs new equipment that should come out of her earnings but there's no reason he should get paid for things he would have purchased anyway.
Someone should teach her how to save to pay taxes though. She's going to need to play quarterly taxes if it's any significant amount.
