The hard truth here is that you aren't entitled to anyone else's money unless they actually stole it from you, or you sue and a judge says you are. Even then, you have to sometimes accept that you will never get it. Better to focus on your own budget and living your best life within your own means.

She doesn’t volunteer or clean (they have a cleaner). She does cook occasionally. Doesn’t help with outside or inside maintenance. Pretty much putters around the house, works out and wait for my dad to get home.

Well, once the kids are grown up and you're retired, what do you think you'll do? What do you expect her to do? Your dad is a millionaire, so she doesn't need to earn money. They have no kids that need tending to. If it was an American woman or your mom instead of an illiterate immigrant, they'd do exactly what she does, maybe even less -- not cooking nor working out.
