The issue is not that they got overtime. It’s that they spent valuable working hours doing this instead of something more productive. So when you calculate the cost of this video, you have to factor in the time of people who are participating in this production, because they otherwise would have spent that time doing other work.
That's not the same thing as cost. If they had to work overtime to make up for the video, that would be a cost. But they didn't. If you could identify something they didn't do because of the video, that would be something else. But you can't even do that.
It would be like calculating the "cost" of taking a dump at work. That's absurd.
