13 is not precocious puberty for a boy. That’s a medical term used for puberty earlier than the normal range. 13 is normal.
It is normal for starting puberty/early stages. These 13 years olds are not starting - they are already full grown men with full height/muscles/hair. They started years ago (earlier than normal).

AFAIK, this doesn't count as a world record since it was a PVS meet not fully compliant with World Aquatics standards to count a a WR.

I haven’t watched everything, but the boys 13-14 200 free record was broken.
+1 I haven’t had a chance to look for others, but at a minimum, this record was broken (aside from KL’s incredible swim).
