This is sadly not true. Of the four parochial K-8 schools that we toured, only one of them was extremely low-tech. At one of them--a well-respected school, btw--the Vice Principal told me the kids often just bring their chromebooks to recess to play on. One of the schools really prided itself on being 'high-tech' and showed off their digital literacy program to us (which starts in Kindergarten). The third told us that since our prospective kindergartener was pretty advanced, she'd have enrichment opportunities through IXL learning.
The school we ultimately chose is very low tech, and is zero tech in the lower grades except for MAP testing. They do learn to type in middle school an have some minimal amount of tech use, which we're comfortable with.
