I think that post is a little extreme but Trump has said he will “run for a third term” and as recently as today Bannon said, on camera, that Trump would be president again in 2028. Pretty disturbing stuff.
Then can Obama run against him?

Yes. Media pressure will ramp up before Thanksgiving, Trump will invite Schumer et al to the White House, and they'll hash out a deal.

Just vote on the clean budget bill like they are elected to do.
They’re elected to protect the public interest. Which they are currently doing.

The off ramp is when the Rs feel enough pressure from ACA premiums, TSA issues, no SNAP benefits, etc., and decide to negotiate. It sucks, but the Ds can’t give in.
