Let’s not overlook the fact these 500 are people!
They need, and have a right, to wrap-around services. That is the only way this issue gets solved.
I don’t disagree with your sentiment but no one has a right to wrap-around services.
Services are voluntary and few have any desire whatsoever to change. The mantra is a joke.
