What about medical staff at veterans hospitals working without pay? Ditto food safety inspections? Military? Border operations? FBI? Some of those activities would continue because of potential safety concerns but they wouldn’t get paid until congress passes the spending bills.

Essential services are forced to continue, with delayed pay.

The social debt you build up from greater pollution, riskier banks, etc won’t be immediately apparent.

The money for DoD in OBBB did not cover military personnel salaries and expenses, so you would also be affected by shutdown.

Not sure, this Congress said over and over that they were going to prepare and pass a dozen separate spending bills so there wouldn’t be another giant CR and I’ve seen no evidence that they have actually done anything.
